Metropolitan Dade County faces serious socioeconomic difficulties by 1985 unless transit riding grows apace with overall vehicular travel. This transit study examines current transportation patrons and charts an overall plan to satisfy future needs and demands. The Master Plan is founded upon detailed analyses of present factors -- cost determinants, service standards, travel corridors, rider characteristics, mass transportation vehicular technology. Comparable analyses of future transit alternatives determine feasible options for Dade County. A rapid transit solution to future travel demand -- a 67-mile network, both grade-separated and limited access busway -- and/or extension of present bus services are measured and evaluated. Beyond revenue/cost-community benefit analyses, programs for the future recognize and are tailored to particular circumstances of the Miami urban area -- the disproportionate share of transit travel for purposes other than the journey to work; environmental factors involved in selection among new forms of mass transportation; and significance of the link between the Airport and Miami Beach in a tourist-oriented economy. Moreover, implementation recommendations point the way to possible adaptations of present transit management organization to revised needs presented by future transit improvements. (Author)
