In 1988 the Oregon Department of Transportation conducted a statewide survey to assess the size and geographic distribution of Oregonians who are 'mobility impaired', i.e., dependent on others for meeting their transportation needs. The study collected data on the functional abilities and travel habits of the mobility impaired and assessed the effectiveness of current transportation services in meeting their needs. A survey of publicly funded transportation service providers collected information on current services, service improvements and perceptions of latent demand.
