The paper is to argue whether the "odd-even" traffic restriction policy in Beijing is an effective and efficient way to alleviate urban traffic congestion and lower emission of pollutant, by reviewing the traffic restriction in Beijing between 2014 to 2015, using hypotheses based on academic researches and peer reviews, interpreting the data and statistics, and finally to generate the conclusion. It is found that the policy may ease traffic congestion but will deliver very limited result to solve the air pollution problems in the long run. The paper lays foundation for the formulation of future urban traffic restriction policy.
