Gunma prefecture has plans to promote the AMIS (Advanced Mobile Information System) as one of subsystems of the UTMS21 based upon the concept that is developed by the National Police Agency (NPA). This is an ideal system that controls traffic appropriately by using two-way communications via optical traffic data collecting equipment and on-board units such as one for a navigation system. However there are some issues to make this system effective for local cities including many cities in Gunma prefecture, where road networking has not been fully developed. Based upon such background, this paper describes the aims and ideal image of the AMIS and issues of the system configuration for cities in Gunma prefecture.
