By identifying the status of traffic congestion, the irrationality of road network planning can be made clear to propose comprehensive optimization measures. This paper used traffic congestion spatio-temporal identification model considering the changing nature of traffic congestion with time and space, to reflect the traffic congestion degree of a section, a route and a whole network. The application results in the main areas of Xianyang City reveal the validity and maneuverability of the study, and will provide theoretical and technical support for transportation planning in the future.
