In order to solve the problem of traditional aircraft tracking and monitoring, which relies on ground communication facilities and is limited by the deployment of ground stations, and traditional methods are difficult to achieve seamless global coverage, based on the application requirements of China's civil aviation aircraft tracking and monitoring, a system design scheme for global aircraft tracking and monitoring is proposed, with Beidou generalized RDSS positioning information as the core and Beidou short message communication as the basis. This plan installs onboard Beidou equipment that complies with the technical standards issued by the Civil Aviation Administration of China on the aircraft, and transmits information such as aircraft position, Earth surface velocity, and aircraft fuel consumption to the ground data processing center through Beidou short message function according to the communication protocol. Then, it distributes the information to end-users through the ground network, achieving aircraft tracking and monitoring applications with Beidou position information as the core.
