The disclosure relates to a general aviation surveillance system and method based on Beidou navigation satellite system (BDS). The BDS-based general aviation surveillance system includes a ground monitor system and an airborne terminal system. The ground monitor system is connected to the airborne terminal system through signals from a Beidou satellite. The ground monitor system is a ground device provided in a ground control center, used to monitor a position of the general aviation airborne terminal system, and send and receive position reports and communication reports. The airborne terminal system is an airborne device provided on a general aviation aircraft, used for positioning, navigating, and sending and receiving position reports and communication reports for the general aviation aircraft. The BDS-based general aviation surveillance system and method provided by the disclosure utilize the BDS that is not restricted by terrain, region and environment to achieve centralized command and surveillance of the ground monitor system and reduce flight conflicts. The disclosure solves the problem that the general aircrafts "cannot be discovered or called" during the operation process, and effectively improves the safety level of general aviation operation.
