Aiming at the shortcomings of the traditional oil spill emergency rescue mode in the emergency rescue of oil spills on the Yangtze River, an oil spill emergency response mode of “enclosure-guide-recovery” was proposed. The characteristics of the Yangtze River main stream are fast and easy to spread. In order to prevent the pollution of sensitive waters after the oil spill accident, the distribution of the protected areas and slow-flow areas along the Yangtze River is selected from the ports along the Yangtze River as ports or terminals. The equipment configuration point constructs a dual-target location optimization model with the shortest emergency response time and the lowest construction cost. The model is solved by using LINGO to obtain the optimal solution. Finally, the model is verified by taking the location of the oil spill emergency rescue point of the Yangtze River trunk line as an example, and the operation result is stable, which proves that the model is feasible.
