The traffic flow theory and concept of ship safety domain were introduced and the vessels voyaging in waterway could be considered as the ship traffic flow. Based on the traffic flow theory, the calculation methods of waterway's ideal capacity and possible capacity were given, and some coefficients that influence the capacity were put forward to analyze the waterway's actual capacity. Then according to the Yangtze River main channel construction planning, the Yangtze River trunk line waterway's ideal capacity and possible capacity was calculated.
