This paper first determines the two scenarios for the safe operation of railways after the power failure of the system, then establishes a comprehensive force and motion model based on the basic parameters of the line and the technical parameters of the train. The operating speed boundaries of the two safety scenarios are calculated and the safety region is divided. On this basis, the safety assessment indicator system for the TPSS is defined. Finally, a typical traction substation power supply zone of mountainous electrified railway is taken as an example to validate the proposed method. The results indicate that the method can evaluate and quantify the operational safety of the long-steep ramps of mountainous railways under the influence of system power loss, which can realize the rapid assessment of the operational safety of railways, provide references for safety visualization, and provide conditions for the emergency fault repair of the railway departments.
