The first generation unit analyzes image data obtained from at least one or more camera devices and generates elevator information pertaining to the usage state of an elevator The second generation unit generates, on the basis of at least the generated elevator information, during-movement reference information that is referred to when the user moves. The output unit outputs the generated during-movement reference information to signage.
