The present invention relates to a thermal management system for a battery pack including: a first circulation line in which a first refrigerant, the temperature of which has been raised by passing through electrical components, passes through a first control valve, dissipates heat in a first condenser, and circulates back to the electrical components; a second circulation line in which a second refrigerant circulates in the order or reverse order of a battery pack, a compressor and a condenser; and a plurality of valve devices for controlling a passage through which the second refrigerant flows in the second circulation line, wherein the plurality of valve devices control the passage through which the second refrigerant flows, thereby raising or cooling the temperature of the battery pack.
