The invention provides a battery pack thermal management system, a vehicle and a battery pack thermal management method, and the battery pack thermal management system comprises a heat exchanger which can exchange heat with a battery pack; a first pipeline which is communicated with the first end of the heat exchanger; a second pipeline which is communicated with the second end of the heat exchanger, wherein the second end is an end opposite to the first end; a PTC heat treatment device, wherein the two ends of the PTC heat treatment device are respectively communicated with the first pipeline and the second pipeline; and a heat pump air conditioning system which is respectively communicated with the first pipeline and the second pipeline, and is connected in parallel with the PTC heat treatment device. By introducing the heat exchanger, the PCT heat treatment device and the heat pump air conditioning system, the PCT heat treatment device and/or the heat pump air conditioning system can be selected as required to realize heat exchange of the battery pack through the heat exchanger.
