The present invention relates to an apparatus and a method for controlling a propelling device. The apparatus includes a motor controller which calculates a driving force for driving a motor according to a target rotation speed for the motor of the propelling device; and a compensator which calculates an compensation input according to the target rotation speed, the output rotation speed of the motor and the rate of change of the target rotation speed, and provides the calculated compensation input to the motor controller. So, the rotation speed of the propelling device can accurately follow the target rotation speed.
