The present invention maintains a transverse seal of a cross-sectional surface of a segment top portion on the cross-sectional surface of the segment top portion of a housing and enables the seal surface to come in contact with the back surface of a top cover to maintain the upper ring seal on the back side of the top cover and enables the seal surface to come in contact with an outer circumferential edge of the upper cross-sectional surface of a rotor. Moreover, the edge portion of an end part of the outer circumferential side of the seal surface of the upper ring seal comes in contact with the edge of the end part of the inner circumferential side of the seal surface of the transverse seal of the cross-sectional surface of the segment top portion and the edge of the end part of the inner circumferential side of the seal surface of the upper transverse seal of a rotor vane to maintain the ring seal of the outer circumferential side of the upper portion on the back surface of the top cover. Moreover, the seal surface comes in contact with the ring portion of an inner circumference of the cross-sectional surface of the top portion of a housing, and the edge portion of the end part of the inner circumferential side of the ring seal surface of the ring seal of the upper outer circumferential surface comes in contact with the edge of the end part of the outer circumferential side of the seal surface of the transverse seal of the cross-sectional surface of the segment top portion and the edge of the end part of the outer circumferential side of the seal surface of the transverse seal of the upper portion of the rotor vane to introduce pressurized oil from an operation oil chamber which is the high pressure side to the back surface of each seal and pressurize the seal surface and the edge portion of the seal surface to each opposite surface and opposite edge with hydraulic pressure of the pressurized oil.
