To achieve stable wireless communication when a mobile object is remotely monitored by wireless communication, and perform an appropriate route search in the case where the wireless communication is not disconnected and in the case where it is disconnected.SOLUTION: A navigation device includes: a position radio quality information storage unit that stores position radio quality information in which a position and radio communication quality at the position are associated and recorded; a wireless disconnection probability calculation unit that calculates a wireless disconnection probability which is a probability that wireless communication may be disconnected for each position based on the position radio quality information; and a route search unit that calculates a total link cost for each route candidate based on the wireless disconnection probability, a movement cost about an arrival at a destination when the wireless communication is not disconnected, and a movement cost about an arrival at the destination that occurs when the wireless communication is disconnected, and searches for a route from route candidates based on the calculated total link cost.SELECTED DRAWING: Figure 1
