To realize stable radio communication when remotely monitoring a moving body by radio communication.SOLUTION: A navigation device includes: a position radio quality base station information storage section that stores position radio quality base station information in which a position, radio communication quality, and base station identification information are associated; a cost calculation section that performs weighting on route candidates so that the route candidates are inferiorly evaluated if the radio communication quality is poor on the basis of the position radio quality base station information; a route search section that searches for a route from the weighted route candidates on the basis of the weighting; a radio quality old/new comparison section that compares the radio communication quality of the position radio quality base station information with radio communication quality at the timing when a moving body moves toward a destination; and a radio quality deterioration amount correction section that corrects a radio communication quality deterioration amount for the radio communication quality of the position radio quality base station information on the basis of a comparison result.SELECTED DRAWING: Figure 1
