To determine whether or not an air pressure of a tire of a vehicle is proper for each vehicle traveling on a road.SOLUTION: A measurement signal of a sensor which measures a pressing force generated when a tire of a vehicle traveling on a track presses a road surface is input to an input unit. A first calculation unit calculates a ground contact length between the tire and the road surface in a vehicle travel direction based on the measurement signal of the pressing force of the tire pressing the road surface, which is input to the input unit, and a speed of the vehicle acquired by a speed acquisition part. A determination unit determines whether or not an air pressure of the tire is proper based on determination information indicating the ground contact length between the tire and the road surface which is stored by a storage unit for each registration number of the vehicle and the ground contact length of the tire calculated by the first calculation part.SELECTED DRAWING: Figure 3
