To increase the temperature of a secondary battery efficiently without depending on any battery temperature increasing device.SOLUTION: A system for temperature increase in a secondary battery for travelling includes a secondary battery 2 for traveling, an external charger 5 that charges and discharges the secondary battery 2, and a control device 6 that controls charging/discharging of the secondary battery 2 connected to the external charger 5. The control device 6 includes a traveling start scheduled time acquisition unit 63, a temperature prediction unit 64 that predicts the temperature of the secondary battery 2 at a traveling start scheduled time, a timer charging control unit 61 that controls the external charger 5 to perform charging in such a way that, during connection to the external charger 5, the charging capacity of the secondary battery 2 reaches a target capacity before the traveling start scheduled time, and a temperature increase control unit 62 that, when the predicted temperature is lower than a target battery temperature, controls charging of the secondary battery 2 with the external charger 5 and discharging from the secondary battery 2 to the external charger 5 so as to increase the temperature of the secondary battery 2 to the target temperature by a travelling start time.
