To provide an obstacle determination device and a vehicle which can increase the accuracy of determining an obstacle.SOLUTION: The obstacle determination device includes: a first determination unit for determining the difference in the propagation time or in the propagation distance between a first reciprocation route of a detection wave between a first position of a mobile body and an object and a second reciprocation route of a detection wave which returns to a second position of the mobile body different from the first position from the first position through the object; a second determination unit for determining whether the object is an obstacle on the basis of the result of determination by the first determination unit.SELECTED DRAWING: Figure 1
