To provide a flying robot control system and the like that can easily set a restriction item for manual operation of an autonomously flying flying robot using an operating device.SOLUTION: A flying robot control system has: a mode setting unit that sets, as a flying mode of a flying robot, any one of an autonomous flying mode in which the flying robot autonomously flies and a manual flying mode in which the flying robot flies according to manual operation using an operating device; a storage unit that, in correspondence with a plurality of region attributes, stores a restriction item imposed to the manual flying mode in a region provided with the region attribute; and an acquisition unit that acquires one or more region attributes provided to a predetermined region in a flying area of the flying robot. The mode setting unit sets the restriction item in the predetermined region on the basis of the region attribute of the predetermined region acquired by the acquisition unit.SELECTED DRAWING: Figure 1
