To provide a vehicle control system or the like which can suppress influence on enhancement of responsiveness of an operation support function even when being provided with a plurality of operation support devices.SOLUTION: A control device which is installed on a vehicle comprises a reception part which receives first requests from a plurality of operation support systems, a mediation part which mediates a plurality of first requests, a calculation part which calculates a second request which contains identification information of an application implemented on the operation support system on the basis of mediation result obtained by the mediation part, and a distribution part which distributes the second request to at least one of a plurality of actuator systems which are capable of acquiring the first requests from the operation support system without using the control device.SELECTED DRAWING: Figure 2
