To provide an observation data collection device, observation data collection method and observation data collection program which can observe space debris without installing a sensor for debris detection in an artificial satellite.SOLUTION: An observation data collection device comprises: calculation means which calculates a change value of an attitude angle from a difference of time-series attitude data of an artificial satellite; comparison means which compares the change value of the attitude angle with a threshold; and observation data creation means which determines that there is a collision of space debris with the artificial satellite when the change value of the attitude angle is greater than the threshold and creates observation data of the space debris.SELECTED DRAWING: Figure 2
