To provide a support device and a method permitting safe navigation by avoiding collision between a moving body, such as a ship, and obstacles, such as multiple ships.SOLUTION: A navigation planning system includes: a planned navigation acquisition part acquiring planned navigation information showing planned navigation of a moving body; a moving body information acquisition part acquiring moving body information including a position and a traveling direction of the moving body; an obstacle information acquisition part acquiring obstacle information including a position and a traveling direction for each of multiple obstacles; a collision risk value calculation part calculating a collision risk value on the basis of the moving body information and the obstacle information; a maximum collision risk obstacle selection part selecting the maximum collision risk object corresponding to the maximum collision risk value from among the obstacles; a congestion risk value calculation part calculating a congestion risk value showing a degree of simultaneous approach for one or multiple obstacles including/excluding the maximum collision risk obstacle; and a risk evaluation part determining navigation of a collision avoidance route differing from the planned navigation on the basis of the congestion risk value.SELECTED DRAWING: Figure 1
