To provide a route planning device and a method permitting safe navigation by avoiding collision between a moving body, such as a ship, and obstacles, such as other multiple ships.SOLUTION: A navigation planning system includes: a planned navigation acquisition part acquiring planned navigation information showing planned navigation of a moving body; a moving body information acquisition part acquiring moving body information including a position and a traveling direction of the moving body; an obstacle information acquisition part acquiring obstacle information including a position and a traveling direction for obstacles around the moving body; a collision avoidance navigation acquisition part acquiring information on a collision avoidance route differing from the planned navigation with a collision avoidance starting point as a starting point; a collision risk value calculation part calculating a collision risk value between the moving body and each obstacle on the basis of the moving body information and the obstacle information; a maximum collision risk value comparison part calculating the maximum collision risk value for each of the planned navigation and the collision avoidance route and comparing them; and a navigation change signal output part instructing a navigation change to the collision avoidance route when the maximum collision risk value of the collision avoidance route is smaller than that of the planned navigation.SELECTED DRAWING: Figure 1

    【課題】 船舶等の移動体が複数の他船当の障害物との衝突を回避し、安全に航行できる航路計画装置および方法を提供する。【解決手段】 移動体の計画航路を示す計画航路情報を取得する計画航路取得部と、移動体の位置及び移動方向を含む移動体情報を取得する移動体情報取得部と、移動体周辺の障害物について位置及び移動方向を含む障害物情報を取得する障害物情報取得部と、避航開始点を起点として計画航路とは異なる避航経路の情報を取得する避航経路取得部と、移動体情報と障害物情報に基づいて移動体と各障害物との衝突リスク値を算出する衝突リスク値算出部と、計画航路と避航経路の夫々について最大衝突リスク値を算出して両者を比較する最大衝突リスク値比較部と、避航経路の最大衝突リスク値が計画航路のそれよりも低い場合、避航経路への航路変更を指示する航路変更信号出力部を備える航路計画システムが提供される。【選択図】 図1
