To provide a communication device capable of communicating, to an external device, information which depends on the conditions of an operator and a moving body.SOLUTION: A communication device includes ride determination means that determines whether an operator is riding on a moving body, and communication means that, when the ride determination means determines a first condition where the operator is riding on the moving body, transmits, to another device, a message which includes attribute information expressing the moving body, and that, when the ride determination means determines a second condition where the operator is not riding on the moving body but is operating the moving body, transmits to the other device a message which includes attribute information expressing a pedestrian.SELECTED DRAWING: Figure 3
