PROBLEM TO BE SOLVED: To provide a communication controller, communication control system, mobile communication device, computer program, and communication control method, capable of suppressing power consumption.SOLUTION: A communication controller comprises: an acquisition unit that, from each of a plurality of mobile communication devices, acquires position information and identification information of the mobile communication device; a storage unit that stores a movement history of each of the plurality of mobile communication devices for each identification information; an estimation unit that on, the basis of the acquired position information and identification information and the stored movement history, estimates a movement path of each mobile communication device; a degree calculation unit that, on the basis of the estimated movement path, calculates an encounter degree for each mobile communication device; a generation unit that, depending on the calculated encounter degree, generates a control signal for turning ON or OFF a communication function of each mobile communication device; and a transmission unit that transmits the generated control signal to each mobile communication device.SELECTED DRAWING: Figure 1
