To provide a roadside machine capable of providing stable communication service to an event occurrence site, a communication system, a program, and a communication method.SOLUTION: A roadside machine 1 is included in a communication system S that is connected to a communication network NW and has a plurality of roadside machines 1 installed in respective different areas, and includes: an event detection unit 101 for detecting an event occurring in the vicinity of the roadside machine 1; and a QoS signal output unit 102 for outputting a QoS signal for preferentially executing own communication in the communication network NW over communication of other roadside machines 1 when the event is detected by the event detection unit 101.SELECTED DRAWING: Figure 2
