To provide a roadside machine, a communication system, a communication method, and a program that can prevent wrong communication while suppressing the number of antennas.SOLUTION: A roadside machine 300 comprises: an antenna 302 which radiates a radio wave to form a radio communication area; a radio communication part which performs radio communication with an on-vehicle unit 200 mounted on a vehicle 210 entering the communication area through the antenna 302; a communication condition setting part which receives identification information on the vehicle 210 from the on-vehicle unit 200 when the vehicle 210 enters the radio communication area and sets communication conditions of the radio communication part according to a rank related to the identification information; and an information communication processing part which executes authentication processing on the vehicle 210 for the on-vehicle unit 200 under the communication conditions set by the communication condition setting part.SELECTED DRAWING: Figure 1
