To determine presence or absence of a ground fault of a plurality of fuel cell stacks connected in parallel as quickly as possible and accurately.SOLUTION: A ground fault determination system includes: an acquisition unit 40 for acquiring a degree of deterioration of a plurality of fuel cell stacks connected to an inverter in parallel with each other; a ground fault detection unit for detecting insulation resistance between the inverter and the plurality of fuel cell stacks; a first determination unit 422 for simultaneously determining presence or absence of a ground fault of all the fuel cell stacks when deterioration of each fuel cell stack does not progress; and a second determination unit 423 for sequentially determining presence or absence of the ground fault for each fuel cell stack in order when deterioration in at least one fuel cell stack progresses.SELECTED DRAWING: Figure 2
