To suppress contact between an object disposed in front of a traveling vehicle and the vehicle.SOLUTION: A connection member 71 is connected to an object 15 to be retreated from a traveling vehicle C. The connection member 71 can be wound on a reel 57. A motor 51 can transmit torque to the reel 57. A clutch 61 switches between a cutoff state where transmission of the torque between the motor 51 and the reel 57 is cut off and a transmission state where the torque is transmitted between the motor 51 and the reel 57. A clutch control unit 83 switches the clutch 61 from the cutoff state to the transmission state when a vehicle sensor 11 detects passage of the vehicle C through a vehicle detection position P11.SELECTED DRAWING: Figure 1
