To provide a flying object management system which manages multiple flying objects on surveillance flight in consideration of a range of an abnormal event that changes with time.SOLUTION: A flying object management system is provided, comprising: a flight information management unit 6 configured to manage flight information including chronological positions of flying objects 3; a surveillance data acquisition unit 54 configured to acquire facility surveillance data generated by surveillance devices 33 mounted on the flying objects 3; an abnormal event determination unit 55 configured to determine occurrence of an abnormal event at or around a facility; a temporal behavior estimation unit 58 configured to estimate temporal behavior of the determined abnormal event; and a special flight route generation unit 70 configured to generate a special flight route for each of the flying objects 3 in the event of an abnormal situation on the basis of the temporal behavior estimated by the temporal behavior estimation unit 58 and the flight information.SELECTED DRAWING: Figure 5
