To continuously monitor an object region by one artificial satellite.SOLUTION: A monitoring control device 110 is mounted on an artificial satellite 101 going around an orbit. The orbit is an elliptic orbit and an inclined orbit. The artificial satellite 101 includes a monitoring device 102 for monitoring a monitoring object, and a propulsion device 103 for changing speed of the artificial satellite 101. The monitoring control device 110 controls the propulsion device 103 while the artificial satellite 101 goes around the orbit, and thereby allows the artificial satellite 101 to fly in the sky over the monitoring object at a far point of the orbit.SELECTED DRAWING: Figure 1
