To monitor a monitoring object using as few artificial satellites as possible.SOLUTION: An artificial satellite 101 includes a monitoring device 102, a thruster 103 and a monitoring controlling device 110. The monitoring controlling device 110 controls the thruster 103 while the artificial satellite 101 orbits to adjust a relative position of the artificial satellite 101 to a monitoring object. Monitoring time where the artificial satellite 101 flies over the monitoring object is extended on the basis of the adjustment to the relative position.SELECTED DRAWING: Figure 1
