To improve the accuracy of traffic information on an observation target area generated based on a result of detection of vehicles performed by a radar device.SOLUTION: A detection data acquisition unit acquires detection data of vehicles traveling in an observation target area, the data detected by a radar device scanning the observation target area by a survey wave. A generation unit processes the detection data of vehicles acquired by the detection data acquisition unit, and for each of a plurality of sections obtained by dividing the observation target area in the direction of travel of the vehicles, generates sectional traffic information indicating the state of traffic flow of vehicles in the section. An integration unit integrates the pieces of sectional traffic information generated by the generation unit for the sections to generate traffic information on the observation target area.SELECTED DRAWING: Figure 4
