To help a user riding on a mobile to prevent an accident or take an evacuation action when a disaster occurs.SOLUTION: The present invention relates to a mobile control device comprising: a mobile control unit for controlling a mobile maintained in any one of a first state and a second state, which is more stabilized than the first state, by a balance control mechanism; and an event detection unit for detecting occurrence of a predetermined event. In a case where the event detection unit detects the occurrence of the predetermined event, the mobile control unit stops travel of the mobile and shifts the mobile to the second state without depending on a driving operation of the mobile by a crew member of the mobile.SELECTED DRAWING: Figure 9
