To provide a technique capable of determining whether or not congestion due to a mobile object has occurred with high accuracy.SOLUTION: A congestion determination device comprises: a detection unit that obtains a detection result by detecting one or more mobile objects on the basis of sensor data; an extraction unit that extracts a movement line of the mobile object on the basis of the detection result; a setting unit that sets a determination region on the basis of the movement line of the mobile object; and a determination unit that determines whether or not congestion has occurred on the basis of the movement line of the mobile object and the determination region.SELECTED DRAWING: Figure 1
