PROBLEM TO BE SOLVED: To determine a congestion state of a destination with high accuracy.SOLUTION: A congestion determination apparatus (1) includes: a person calculation unit (12) which calculates the number of persons who stay in a target area at a target time, on the basis of demographic information (6) of the target area including a destination, out of a plurality of sub-areas; an index calculation unit (13) which calculates an index on the number of vehicles which enter/leave the target area, on the basis of probe information (7) of the vehicles entering/leaving the target area; and a determination unit (15) which determines how the destination is congested at the target time, on the basis of the number of persons staying in the target area at the target time, and the index.SELECTED DRAWING: Figure 4
