To improve an accuracy of sea-route prediction of a ship in a port.SOLUTION: In a ship monitoring device 10, a processing unit 12 detects, for example, positional information and a ship type of a ship 2 entering a port A where marine construction is being carried out. Using a learned model 11a, the processing unit 12 predicts a sea-route of the ship 2 based on a detection result of the positional information and the ship type of the ship 2. This learned model 11a is generated by inputting the positional information and the ship type of each of a plurality of ships that has entered the port A in the past, and by learning a sea-route for each ship type.SELECTED DRAWING: Figure 1
