To appropriately detect deviation of an autonomously traveling vehicle.SOLUTION: A route identification unit 133 of a vehicle guidance system 100 identifies a route in a parking lot from a start position to a target position outside of a vehicle 200. A communication unit 140 transmits at least one section of the route to the vehicle 200 via a communication network. An accuracy determination unit 131 determines a detection accuracy of a first monitoring unit as a monitoring unit for monitoring deviation of the vehicle 200 during autonomous traveling following the section out of monitoring units that monitor the vehicle 200. A setting unit 132 sets, as the first monitoring unit, a second monitoring unit which is a monitoring unit different from the first monitoring unit out of the monitoring units when it is determined that the detection accuracy of the first monitoring unit is lower than a reference accuracy.SELECTED DRAWING: Figure 1
