To provide a device which can easily predict a traffic situation when an event that affects the traffic situation occurs.SOLUTION: A prediction part 15 predicts a traffic situation value of a prediction target road in a prediction target time based on: a correlation equation calculated by statistical processing that uses road characteristic data in a characteristic of a road and event data in an event that affects the traffic situation of the road as an explanatory variable and uses the traffic situation value in the traffic situation of the road as an objective variable; the road characteristic data of the prediction target road; and the event data of the prediction target time.SELECTED DRAWING: Figure 1
