To provide a track circuit monitoring device that is prevented from being influenced by change in temperature in a surrounding environment so that stable processing accuracy can be obtained.SOLUTION: A track circuit monitoring device 1 comprises: a track voltage obtaining part 1A that obtains a track voltage V111; a track voltage averaging part 1B that calculates an average track voltage; a local voltage obtaining part 1C that obtains a local voltage V12; a local voltage averaging part 1D that calculates an average local voltage; a phase difference calculating part 1E that calculates a phase difference between the track voltage V111 and the local part voltage V121 on the basis of a time difference between a track crossing time at which a line drawn by change with time of the track voltage V111 crosses the average track voltage and a local crossing timing at which a line drawn by change with time of the local voltage V121 crosses the average local voltage; an information generating part 1F that generates state information showing a state of a track circuit; and an information output part 1G that outputs the state information.SELECTED DRAWING: Figure 3
