To improve the accuracy of identifying a failure portion of a track circuit.SOLUTION: A track circuit monitoring device 5 includes a measuring unit 21 for measuring a voltage and a current of a power transmission end and a power reception end of a track circuit, a state estimation unit 24 for estimating a current train on-rail state based on waveform data of the measured voltage and current, extracting harmonic components of a track circuit signal from the waveform data, and estimating a track circuit state by using a fundamental wave component and one or more harmonic components respectively, a state accumulation unit 25 for segmenting the estimated train on-rail state and the track circuit state by a train on-rail state and accumulating them, a failure detection unit 26 for detecting failure of the track circuit or a sign of failure based on a difference between a track circuit state in the same train on-rail state as the current train on-rail state among the accumulated past track circuit states and the current track circuit state estimated by the state estimation unit, and a failure portion estimation unit 27 for estimating a failure portion based on the estimated current track circuit state and the accumulated past track circuit states.SELECTED DRAWING: Figure 2
