To provide a traffic monitoring system, a traffic monitoring method, and a program capable of accurately predicting whether or not a target moving object will go between moving objects.SOLUTION: A traffic monitoring system includes: an acquisition unit for acquiring a position of a moving object based on information from a detection device for detecting the position of the moving object; a generating unit for generating information of a density distribution in which indicator values having a distribution according to the position of the moving object are superimposed for a plurality of the moving objects; and a prediction unit for predicting whether or not a target moving object will go into a gap between the two moving objects based on temporal changes in the density values indicated by the information of the density distribution.SELECTED DRAWING: Figure 1
