To support a safe movement by calling attention with respect to a person existing on a road at appropriate timing.SOLUTION: A traffic monitoring device includes an acquisition section, an analysis section, a storage section, an estimation section, a determination section, and a notification section. The acquisition section acquires monitoring information indicating a mobile body on a road. The analysis section identifies a position of the mobile body by using the monitoring information. The storage section stores mobile body position information indicating a position identified by the analysis section and mobile body time information indicating a time when the acquisition section has acquired the monitoring information. The estimation section estimates the position of the mobile body at a passage time point of a predetermined prediction time from the current point of time based on the mobile body position information and the mobile body time information. The determination section determines whether or not a distance between the respective positions of the two or more mobile bodies estimated by the estimation section is equal to or less than a threshold, and determines that calling attention is required with respect to at least one of the two or more mobile bodies when the distance is equal to or less than the threshold, then, the notification section performs calling attention to at least one of the two or more mobile bodies.SELECTED DRAWING: Figure 3
