To achieve stable wireless communication when a mobile object is remotely monitored by wireless communication and take appropriate measures if the wireless communication is disconnected.SOLUTION: A navigation device includes: a position radio quality information storage unit that stores position radio quality information in which a position and a radio communication quality at the position are associated and recorded; a route search unit that searches for a route from among route candidates based on the position radio quality information; a wireless disconnection time action determination unit that determines an action which a mobile object takes when wireless communication is disconnected when the mobile object is moving along the route; and a transmission unit that transmits wireless disconnection time action information indicating the action of the mobile object to the mobile object in advance.SELECTED DRAWING: Figure 1
