To realize stable remote control when remotely controlling a moving body by radio communication.SOLUTION: A navigation device includes: a position communication quality storage section that stores position communication quality information in which a position and communication quality at the position are recorded in association with each other; an allowable quality determination section that determines allowable quality which is communication quality allowable in communication relating to remote control; a cost calculation section that performs weighting on route candidates so that the route candidates are inferiorly evaluated if the communication quality does not satisfy a determination result of the allowable quality on the basis of a determination result of the allowable quality and the position communication quality information stored in the position communication quality storage section; and a route search section that searches for a route from weighted route candidates on the basis of the weighting.SELECTED DRAWING: Figure 1

    【課題】無線通信により移動体を遠隔操作する際の安定的な遠隔操作の実現を図る。【解決手段】位置と当該位置における通信品質とが関連付けて記録された位置通信品質情報を格納する位置通信品質格納部と、遠隔操作に関わる通信において許容される通信品質である許容品質を判定する許容品質判定部と、許容品質の判定結果と位置通信品質格納部に格納されている位置通信品質情報とに基づいて、経路の候補に対して、通信品質が許容品質の判定結果を満たさないと低評価になるように重み付けを行うコスト算出部と、重み付けがされた経路の候補の中から重み付けに基づいて経路を探索する経路探索部と、を備える。【選択図】図1
