The feature amount acquisition part 42 acquires a measurement result of a feature amount quantitatively indicating driving action of a driver when a predetermined driving event is generated. The estimation part 44 derives a prior probability P (H1) as a probability of a non-calm event in which the driver is not calm until the predetermined driving event is generated, and a posterior probability P (H1|D) as a probability of a non-calm event after the predetermined driving event is generated, based on the measurement result of the acquired feature amount. The update part 46 updates the prior probability P (H1) with the derived posterior probability P (H1|D).
