Winding tension Ts of a band strip 48 in the side part 72 is higher than winding tension Tc of the band strip 48 in the body 76. In an axial direction, ends 42a, 42b of the band 20 are positioned outside a grounding reference position. Width Wc of the center part 74 is the same as width CW of a ground plane.
