To provide a group management control device capable of assigning individual users and a group user who tend to feel cramped with each other when riding on one car unit, to different car units.SOLUTION: A group management control device 3 comprises a boarding car-unit allocation part 34a, where the boarding car-unit allocation part identifies the car-unit user as either an individual user or a group user based on selection information input in a call registration device 10 that a car-unit user can select the individual users or the group user. The boarding car-unit allocation part selects the car unit with 1 or more remaining allowable number of people, of the car unit determined for the individual user as the boarding car unit when the individual user is identified, selects the car unit with 1 or more remaining allowable number of the group, of the car unit determined for the group user as the boarding car unit when the group user is identified, and allocates the call to the selected car unit.SELECTED DRAWING: Figure 3
